Government Looks to Offer Concessions for Development of 2 Ports
Costa Rica's government is planning to concession a new us$500 million terminal as well as port services at the existing Limón and Moín terminals on the Caribbean coast, the local financial newspaper, Capital Financiero, quoted institutional coordination minister Marco Vargas as saying.

The decision comes after studies were carried out at both ports and after government officials received advice from the World Bank (WB) on seeking infrastructure development through private investment.

Borrowing Big Only Way to Go, Says MOPT Head
The Costa Rican government is negotiating with a number of banks to borrow about $100 million, all of which will be spent on roadwork and associated infrastructure, the Minister of Public Works and Transport confirmed this week.

Karla González Carvajal, on her first official tour of Guanacaste, would give few other details on the funding, other than to say the government, through President Arias, was looking into a type of fideicomiso, or trust fund by which the money would be paid back through future gains or income, probably gasoline taxes.

Costa Rica's President Óscar Arias has signed a decree authorizing state power and telecom group ICE to take on up to us$435 million dollars in debt, the presidential website reported.

Arias' decree exempts ICE from having to request authorization from internal and external financing and investment authority Conafin to develop projects, the report said.

US $170 Million To Fix Roads
The Banco Centroamericano de Integración Económica (BCIE) has agreed to hand over the Consejo Nacional de Vialidad (CONAVI) us$170 million dollars for the repair, reconstruction and maintenance of the country's road network.

The agreement was signed by the BCIE and CONAVI at Casa Presidencial yesterday.
